background_position=&#8221;top_left&#8221; background_repeat=&#8221;repeat&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221; sticky_enabled=&#8221;0&#8243;]<p style=\"text-align: justify;\">The Committee for National Minorities was established based on Article 18, Title III of Law No. 96\/2017 \u201cOn the Protection of National Minorities in the Republic of Albania.\u201d\u00a0<a href=\"http:\/\/www.pakicatkombetare.gov.al\/wp-content\/uploads\/2022\/04\/VKM-726-dt.-12.12.2018.pdf\"><mark style=\"background-color: rgba(0, 0, 0, 0);\" class=\"has-inline-color has-luminous-vivid-orange-color\">VKM Nr. 726, dated 12.12.2018, is the Council of Ministers\u2019 decision \"On the organization and functioning of the Committee for National Minorities.\" This decision defines the structure, duties, competences, and the way the Committee for National Minorities operates in the Republic of Albania.<\/mark><\/a>,The Council of Ministers Decision No. 769 dated 15.12.2021 on \u201cCriteria for supporting initiatives and projects aimed at protecting the rights of national minorities, and the criteria for selection, financing, and administration of the fund for national minorities,\u201d along with its policies and the 2024 annual program \u201cFor participation in the competitive procedure for grant financing,\u201d announces the second call for project proposals for the year 2024.<\/p>\n<p style=\"text-align: justify;\"><!-- \/wp:post-content --><\/p>\n<p style=\"text-align: justify;\"><!-- wp:paragraph --><\/p>\n<p style=\"text-align: justify;\"><strong>Who can apply?<\/strong><\/p>\n<p style=\"text-align: justify;\"><!-- \/wp:paragraph -->This call by the Committee for National Minorities aims to financially support with public funds project proposals submitted by civil society organizations (which are registered according to the law, carry out activities in line with the objectives defined in their statutes, and have a Tax Identification Number - NIPT), as well as individuals, natural persons registered in the National Registration Center (QKB); whose activity focuses on the protection, promotion, and support of the rights of national minorities (therefore, grant beneficiaries\u2014organizations or individuals\u2014must belong to only one national minority).<\/p>\n<p style=\"text-align: justify;\">This call aims to support projects carried out in Albania.<\/p>\n<p style=\"text-align: justify;\"><!-- wp:paragraph --><\/p>\n<p style=\"text-align: justify;\"><!-- \/wp:paragraph --><\/p>\n<p style=\"text-align: justify;\"><!-- wp:paragraph --><\/p>\n<p style=\"text-align: justify;\"><!-- \/wp:paragraph --><\/p>\n<p style=\"text-align: justify;\"><!-- wp:paragraph --><\/p>\n<p style=\"text-align: justify;\"><strong>Application Deadline:<\/strong><\/p>\n<p style=\"text-align: justify;\">The second call for project proposals by the Committee for National Minorities for the year 2024 will remain open from the date\u00a0<strong>August 12th 2024 until September 25th 2024, 16:30<\/strong>.The submitted project proposals must be implemented by December 2024 and must comply with the criteria set forth in the Grants Guide.<\/p>\n<p style=\"text-align: justify;\"><!-- \/wp:paragraph --><\/p>\n<p style=\"text-align: justify;\"><!-- wp:paragraph --><\/p>\n<p style=\"text-align: justify;\"><!-- \/wp:paragraph --><\/p>\n<p style=\"text-align: justify;\"><!-- wp:paragraph --><\/p>\n<p style=\"text-align: justify;\">We emphasize that the Committee for National Minorities, in its role as the funding authority, is based on the following principles:<\/p>\n<ul class=\"wp-block-list\" style=\"text-align: justify;\">\n<ul class=\"wp-block-list\">\n<li>Freedom of participation and competition;<\/li>\n<\/ul>\n<\/ul>\n<p style=\"text-align: justify;\"><!-- \/wp:paragraph --><\/p>\n<p style=\"text-align: justify;\"><!-- wp:list-item --><\/p>\n<ul class=\"wp-block-list\" style=\"text-align: justify;\">\n<ul class=\"wp-block-list\">\n<li>Non-discrimination and equal treatment;<\/li>\n<\/ul>\n<\/ul>\n<p style=\"text-align: justify;\"><!-- \/wp:list-item --><\/p>\n<p style=\"text-align: justify;\"><!-- wp:list-item --><\/p>\n<ul class=\"wp-block-list\" style=\"text-align: justify;\">\n<ul class=\"wp-block-list\">\n<li>Transparency of procedures and decision-making, providing all candidates with the relevant procedural information;<\/li>\n<\/ul>\n<\/ul>\n<p style=\"text-align: justify;\"><!-- \/wp:list-item --><\/p>\n<p style=\"text-align: justify;\"><!-- wp:list-item --><\/p>\n<ul class=\"wp-block-list\" style=\"text-align: justify;\">\n<ul class=\"wp-block-list\">\n<li>Compliance with the grant objectives and the efficient use of resources, based on the competitive system and criteria that enable the evaluation of the project proposal as well as the technical and financial specifications for the selection and allocation of the grant;<\/li>\n<\/ul>\n<\/ul>\n<p style=\"text-align: justify;\"><!-- \/wp:list-item --><\/p>\n<p style=\"text-align: justify;\"><!-- wp:list-item --><\/p>\n<ul class=\"wp-block-list\" style=\"text-align: justify;\">\n<ul class=\"wp-block-list\">\n<li>The absence of retroactivity, excluding the possibility of allocating funds for activities already carried out as of the decision date;<\/li>\n<\/ul>\n<\/ul>\n<p style=\"text-align: justify;\"><!-- \/wp:list-item --><\/p>\n<p style=\"text-align: justify;\"><!-- wp:list-item --><\/p>\n<ul class=\"wp-block-list\" style=\"text-align: justify;\">\n<ul class=\"wp-block-list\">\n<li>Impartiality in review and decision-making, and the prevention of conflicts of interest;<\/li>\n<\/ul>\n<\/ul>\n<p style=\"text-align: justify;\"><!-- \/wp:list-item --><\/p>\n<p style=\"text-align: justify;\"><!-- wp:list-item --><\/p>\n<ul class=\"wp-block-list\" style=\"text-align: justify;\">\n<ul class=\"wp-block-list\">\n<li>Exclusion of overlap, which means avoiding the financing of the same activity for the same specific purpose more than once during a fiscal year.<\/li>\n<\/ul>\n<\/ul>\n<p style=\"text-align: justify;\"><!-- \/wp:list-item --><\/p>\n<p style=\"text-align: justify;\"><!-- \/wp:list --><\/p>\n<p style=\"text-align: justify;\"><!-- wp:paragraph --><\/p>\n<p style=\"text-align: justify;\"><strong>How to apply:<\/strong><\/p>\n<p style=\"text-align: justify;\">Completed applications (including all supporting documents) must be submitted in 1 (one) physical copy and 1 (one) electronic copy (USB), placed in an envelope on which the reference\/priority of the public call, full name, and address of the applying entity are written. Applications must be submitted by official mail or in person during working days (Monday to Friday) during official hours, at the following address:\u00a0<strong>The National Minorities Committee, Durr\u00ebs Street, (former Ministry of Environment building) No. 27, 3rd floor, Tirana, Albania<\/strong><\/p>\n<p style=\"text-align: justify;\">The deadline for the evaluation of project proposals and the announcement of results is no more than 30 (thirty) calendar days from the deadline set in the competition documents for submitting project proposals.
