Law No. 96/2017 “On the Protection of National Minorities in the Republic of Albania”

Law No. 96/2017 completes the legal and institutional framework for national minorities in Albania and serves to clarify policies toward minorities by addressing the recommendations of the Advisory Committee of the Framework Convention during previous monitoring cycles. The laws and by-laws adopted in its implementation aim to guarantee the full enjoyment and exercise of the individual rights of persons belonging to national minorities, to protect the distinct identity of national minorities, and to ensure non-discrimination and equality before the law.

These laws address a range of issues related to: the definition, legal criteria for recognition, the avoidance of distinctions between national and ethno-linguistic minorities, as well as contain legal provisions for the guarantee and exercise of rights, and mechanisms for representation.
