The Committee for National Minorities, based on Law No. 96/2017 “On the Protection of National Minorities in the Republic of Albania,” Decision of the Council of Ministers No. 769 dated 15.12.2021 on “Criteria for Supporting Initiatives and Projects Aimed at Protecting the Rights of National Minorities, and the Selection Criteria for Financing and Managing the Fund for National Minorities,” the Strategic Plan for Institutional Development of the Committee for National Minorities 2023-2026, and the 2025 Annual Program “For Participation in Competitive Procedures for Grant Funding,” announces the call under the motto:
“Diversity Unites Us: Preserving Traditions and Customs, Building the Future”
The Committee for National Minorities opens the call for project proposals aimed at financially supporting, with public funds, project proposals submitted by civil society organizations (which are registered according to the law, carry out activities according to the objectives defined in their statutes, and possess a Tax Identification Number - NIPT); as well as natural persons registered in the National Registration Center (QKB); whose activities include the protection, promotion, and support of the rights of national minorities (thus, the beneficiaries of the grants will be civil society organizations or natural persons belonging exclusively to one national minority and whose activity objective is the protection and promotion of the cultural, ethnic, linguistic, and traditional identity of national minorities).
This call aims to support projects carried out in Albania.
The call for project proposals by the Committee for National Minorities for the year 2025 will be open from the date February 18th 2024 until April 3rd 2024, 16:30Project proposals submitted must be completed by December 2025 and must comply with the criteria announced in the Grants Guide.
We emphasize that the Committee for National Minorities, in its role as the funding authority, is based on the following principles:
- Freedom of participation and competition;
- Non-discrimination and equal treatment;
- Transparency of procedures and decision-making, providing all candidates with the relevant procedural information;
- Compliance with the grant objectives and the efficient use of resources, based on the competitive system and criteria that enable the evaluation of the project proposal as well as the technical and financial specifications for the selection and allocation of the grant;
- The absence of retroactivity, excluding the possibility of allocating funds for activities already carried out as of the decision date;
- Impartiality in review and decision-making, and the prevention of conflicts of interest;
- Exclusion of overlap, which means avoiding the financing of the same activity for the same specific purpose more than once during a fiscal year.
