CALL FOR PROJECT PROPOSALS IS OPEN
“Preservation and promotion of art, culture, traditional crafts and cultural heritage for national minorities in Albania”
The Committee for National Minorities, in support of its policies, the 2023 annual program “For Participation in the Competitive Grant Funding Procedure,” as well as Decision of the Council of Ministers No. 769 dated 15.12.2021 “On the Criteria for Supporting Initiatives and Projects Aiming to Protect the Rights of National Minorities, and the Selection Criteria for Financing and Administering the Fund for National Minorities,” opens the call for project proposals for the year 2023 under the motto:“The Future Lies in Our Origin.”
This call by the Committee for National Minorities aims to financially support, through public funding, project proposals submitted by civil society organizations (which are legally registered, operate in accordance with the objectives defined in their statutes, and possess a Tax Identification Number – NIPT); as well as individuals, natural persons registered with the National Business Center (NBC), whose activity includes the protection, promotion, and support of the rights of national minorities.
Additionally, a condition for participation is that the protection, promotion, and support of the rights of national minorities must be included in the scope of activity (for natural persons) or in the statute (for legal entities and non-profit organizations).
We emphasize that the Committee for National Minorities, in its role as the funding authority, is based on the following principles:
- a) Freedom of participation and competition;
b) Non-discrimination and equal treatment;
c) Transparency of procedures and decision-making, by providing all candidates with the relevant procedural information;
ç) Compliance with the objectives of the grant and the effectiveness of resource use, based on a competitive system and criteria that enable the evaluation of the project proposal and its technical and financial specifications for the selection and distribution of the grant;
d) Absence of retroactivity, by excluding the possibility of allocating funds for activities already carried out by the date of the decision-making;
dh) Impartiality in the review and decision-making process, and the prevention of conflicts of interest;
e) Exclusion of overlap, meaning the avoidance of financing the same activity for the same specific purpose more than once within a single fiscal year.
Project proposals to be submitted under the priority of the call“The Preservation and Promotion of Art, Culture, Traditional Handicrafts, and Cultural Heritage for National Minorities in Albania” must comply with the criteria published on the official website of the Committee for National Minorities, in support of its policies, as well as Decision of the Council of Ministers No. 769 dated 15.12.2021 “On the Criteria for Supporting Initiatives and Projects Aiming to Protect the Rights of National Minorities, the Preservation and Promotion of Their Distinct Cultural, Ethnic, Linguistic, Traditional, and Religious Identity, and the Selection Criteria for the Financing and Administration of the Fund for National Minorities.”
The call for project proposals by the Committee for National Minorities for the year 2023 is now open on March 9th 2023 until April 26th 2023, 14:00.
Project proposals must be submitted to the Protocol Office of the Committee for National Minorities by the deadline mentioned above.
It is very important to emphasize that the projects should aim for interaction and cooperation with as many national minorities living in the Republic of Albania as possible, in order to showcase the values of cultural diversity and to promote the spirit of harmonious coexistence in Albanian society.
The evaluation committee for project proposals is established by order of the Chairperson of the Committee for National Minorities. The evaluation is based on the alignment of the submitted project proposal with the applicant’s purpose and the program being implemented, the applicant’s capacities, the effectiveness of the proposed activities, as well as their expected outcomes and costs.
The deadline for the evaluation of project proposals and the announcement of results is no more than 30 (thirty) calendar days from the deadline set in the competition documents for submitting project proposals. Candidates will be notified within 15 (fifteen) calendar days from the date of completion of the evaluation of the competition results.
